Impact Story: Janine Perez — Leading Through Complexity and Change

Some proposal efforts follow a familiar playbook. MASC/MUSV was not one of them.

When the Navy accelerated its push for modular, containerized unmanned surface vessels, HII faced a rare opportunity to enter a $2.1B strategic growth market with ROMULUS and Odyssey autonomy. But the acquisition format was unfamiliar, the timeline was compressed, and the stakes were high. The team needed someone who could bring clarity, confidence, and structure to a fast‑moving, must‑win effort. They needed Janine Perez.

Janine stepped in as proposal manager and immediately became the anchor of the effort. She coordinated across UxS, corporate stakeholders, partners, and governance teams all while navigating an OT format that required solutioning on the fly. Her intelligence, patience, and agility kept the team moving forward, even as the Navy cancelled MASC and pivoted to MUSV. When everything changed overnight, Janine didn’t hesitate. She led the new proposal with the same determination and calm focus that had already earned the team’s trust.

Her impact went far beyond proposal mechanics. Janine inspired confidence with her positive, can‑do attitude, even during long hours. She invested extra time traveling to stakeholder and partner meetings, strengthened collaboration across the company, and used her influence to bring in the right talent at the right moments. Her pitch‑delivery coaching helped the orals team impress the customer when it mattered most.
